Purpose of the position

To increase quality assurance within the programme being delivered by having independent reviews of work performed and enforcing quality standards on outreach teams.

Main job tasks, duties and responsibilities


Quality assurance program


  • Support HTS programmes by monitoring the quality standards and quality improvement of HIV testing
  • Conduct quality assurance and quality control refresher courses for HTS staff with the support of the training department
  • Mentor and support outreach teams to conduct QI interventions towards achieving the multi-facility QI project aims including using data to identify gaps in care
  • Identify underlying causes of the gaps
  • Develop, test and spread change ideas to close the gaps
  • Tracking data over time
  • Recording quality assurance activities
  • Manage the database of all staff trained on RTQII and ensure that all new staff are trained
  • Ensure and review that quality assurance reports on counselling sessions and finger prick HIV testing for capillary blood
  • Meet with HIVP Technical Lead to discuss remedial action and provide feedback to the Nurse Clinicians
  • Ensure the quality assurance (QA) process to assess the HIV counselling sessions are done quarterly
  • Document QA success stories (to demonstrate QA methodology)
  • Make sure all outreach teams have current and relevant QA tools and run charts on the wall

Human Capital Management


  • Develop QA capacity among outreach staff
  • Continual self-development and keeping up to date with latest developments in the field
  • Conduct ongoing feed-back session with THC managers

Ensure implementation of appropriate projects to strengthen the HAST programs at THC Sites


  • Ensure eligible HIV positive clients are started on ART
  • Ensure TB smear positives are started on treatment
  • Ensure STI symptomatic clients are referred and enrolled into treatment

Provide feedback on outcome of M&E


  • Provide quarterly feedback to Regional Manager on gaps in programmes

Manage key partnerships with all stakeholders


  • Attend HAST Information meetings and communicate changes in programme outcomes to key stakeholders
  • Ensure regular meetings with services providers to strengthen service delivery

Education and experience


  • Grade 12 certificate / Matric
  • Degree /diploma in Nursing with at least one years’ experience in quality assurance methodology or process engineering
  • Two to four years related experience or equivalent combination of education and experience
  • Some formal training in QA and a relevant quality assurance certified course will be an advantage
  • Computer literacy in Microsoft office
  • Demonstrate knowledge of synthesizing information and presentation, knowledge of evaluation designs in HIV programmes
  • Valid code 08 driver’s licence and willingness to drive oneself

  • Proficient personal computer skills including electronic mail, record keeping, and routine database activity, word processing, spread sheet, graphics.
  • Computer literate: Efficient in Microsoft office, Excel, PowerPoint and spreadsheet application
  • Demonstrate knowledge of synthesizing information and presentation, knowledge of evaluation designs in HIV programs
  • Excellent attention to detail and deadlines
  • Strong interpersonal skills and ability to build relationships with stakeholders
  • Good problem solving ability
  • Excellent written and verbal communication skills
  • Very good reasoning ability
